Minutes of The Special Price City Council Meeting

Mayor Piccolo led the Pledge of Allegiance. Roll was called with the above members present.
1. SPORTSMEN FOR FISH AND WILDLIFE - Local Consent For Special Event Beer Permit, Temporary Special Beer Permit
Mayor Piccolo presented a request for local consent for a Special Event Beer Permit through the Utah Department of Alcoholic Beverage Control submitted by the Sportsmen For Fish and Wildlife for their banquet and membership drive to be held at the Bunnell- Dmitrich Athletic Center on Saturday, March 11, 2006, from 5:00 p.m. to 11:00 p.m. Also submitted is an application for a temporary special beer permit through Price City for the above event. MOTION. Councilmember Hanna-Smith moved that the local consent and temporary special beer permit be approved. Motion seconded by Councilmember Tatton and carried.
2. RICK DAVIS - Appointed As New Councilmember
Mayor Piccolo thanked the three candidates (Ed Shook, John Kit Pappas and Rick Davis) for their willingness to be here tonight to be interviewed for the position of City Councilmember. He explained the interview process and introduced Neil Breinholt as the moderator. As there are six questions, each candidate will be given the opportunity to be the first one to respond to two of the six.
Mr. Breinholt stated that it is an honor for him to be asked to conduct this interview process. He proceeded with the following questions.
#1 - You are being introduced to a board/council/group of employees and the leader asks you to stand up and give a brief description of your background and what you plan to accomplish in your new role as a member of the Price City Council.

#2 - Please list and describe the three most important attributes for a member of the City Council.
#3 - What do you consider to be your worst interpersonal skill? What do you do to prevent it from hindering your ability to accomplish results that depend on a majority opinion?
#4 - In public service, we=ve all been in the situation of having constituents upset with our decisions. What is the most unpopular decision you ever made? What backlash resulted? How did you handle the backlash?
#5 - A group of 3 city employees approach you about extending insurance benefits to non-married partners. Respond to those employees and describe anything else you would do.
#6 - What does it mean to you to Adefend, uphold, etc....the Constitution of the United States of America?
After the interview process was completed, Mayor Piccolo recommended a ten minute break at 6:03 p.m. He thanked Mr. Breinholt for his assistance.
Meeting resumed at 6:13 p.m.
MOTION. Councilmember Hanna-Smith moved that Rick Davis be appointed as the new Councilmember. Motion seconded by Councilmember Tatton and carried. Mr. Davis thanked the Council and stated that it is an honor to be chosen for this office. He stated that both of his opponents have high qualifications. His plans are to help the City move in the right direction.
Joanne Lessar administered the oath of office to Councilmember Davis. Councilmember Davis then took his seat with the Council.
Meeting adjourned at 6:26 p.m.
