I.          PLEDGE OF ALLEGIANCE

 

The Pledge of Allegiance was led by Chairman John B. Angotti.

 

II.                 ROLL CALL

 

The above Commission members were in attendance and a quorum present.

 

III.               MINUTES OF NOVEMBER 24, 2003

 

There were no corrections or additions and Gary Lyon moved to approve the Minutes of November 24, 2003 as written.  Jeanne McEvoy seconded and the motion carried.

 

IV.              HOME OCCUPIED BUSINESS - OFFICE USE ONLY

SIMPLISTIC SOLUTIONS SOFTWARE DEVELOPMENT

Mr. Cammans was unable to attend the meeting and Francis Duzenack explained the intention of Mr. Cammans to operate a software development and hardware support company from his home.  The business fits within the guidelines of a home operated business and there will be no traffic generated.  Larry Bruno moved to forward a favorable recommendation to Price City Council for this business, Simplistic Solutions.  Penny Sampinos seconded and the motion carried.

V.                 HOME OCCUPIED BUSINESS - OFFICE USE ONLY

NUNLEY STRUCTURAL ENGINEERING

895 NORTH 1100 EAST

Mr. Nunley said he will have a sign on one side of the house which will fall within the size limit for a Home Occupied Business.  There will occasionally be clients coming to the home but traffic and parking should not be a concern.  There were no other questions and Alfred Richens moved to forward a favorable recommendation for this business.  Frankie Sacco seconded and the motion carried. 

 

VI.              HOME OCCUPIED BUSINESS - OFFICE USE ONLY

Mr. Payne explained he is currently the project manager for Canyon Fuel and is planning on retiring and doing the same type of work on a smaller scale from home.  No clients would be coming to the home.  Penny Sampinos moved to forward a favorable recommendation for this business.  Gary Lyon seconded and the motion carried.

 

VII.            CONDITIONAL USE PERMIT - FINAL

PRICE FIRST BAPTIST CHURCH

There was concern from the Commission about landscaping.  Pastor McGuire said he had met with Gary Sonntag concerning the park strips and also plans to have 3' of landscaping between the sidewalk and the parking.  The 5% minimum landscaping will be maintained and the grass on the North side of the building will not be removed until they are ready to begin Phase II.  This project will double the amount of parking for the Church.  The current sign will be replaced with a larger sign (35 square feet) but will be in the same place and will be lit as allowed by changes to the Land Development Code.  Larry Bruno moved to forward a favorable recommendation for this Conditional Use Permit to Price City Council.  Gary Lyon seconded and the motion carried.

VIII.         CONDITIONAL USE PERMIT - FINAL

SILVER STEAK HOUSE

36 WEST MAIN

TONY SIAPERAS, OWNER

 

Mr. Siaperas is planning on opening a steak house next to the Silver Dollar Club in the old Jewkes Office Supply Building.  There was concern about parking.  It was explained there is parking behind the building and Far West Bank has given Mr. Siaperas permission to use the bank parking lot after banking hours.  A question was raised as to whether the facade of the building would be restored to its original look.  Mr. Siaperas stated he would like to restore it to the historical look but was unsure because he had not yet decided about signage.  He stated he has been approved by PRWID and has submitted a new set of plans to Price City which includes ADA improvements and a larger kitchen. These plans are currently under review by the Building Department.  Gary Lyon moved to forward a favorable recommendation to Price City Council for this Conditional Use Permit.  Penny Sampinos seconded and the motion carried. 

 

IX.              CONDITIONAL USE PERMIT - FINAL

THE T-SHIRT SHOPPE SCREEN PRINTING AND EMBROIDERY

451 SOUTH CARBON AVENUE

The T-Shirt Shoppe will be located in the Old Active Re-Entry building on Carbon Avenue.  Mr. Norried has submitted a PRWID waste survey and been approved to continue with the business as all inks are Aenvironmentally friendly@.  The sign will be a copy change only as it will utilize the frame and location of the existing sign.  It was stated there is plenty of parking for the business.  Gary Lyon moved to forward a favorable recommendation for this business.  Frankie Sacco seconded and the motion carried.

X.                 CONDITIONAL USE PERMIT - CONCEPT - PHASE I

LOVELESS ASH COMPANY - EXPANSION

600 SOUTH NICK LANE

MIKE LOVELESS, OWNER

 

Mr. Loveless explained he manufactures vacuums, drywall sanders and other products for contractors.  He stated there is a paint booth that is used.  The business is growing and he would like to expand into a new building.  Four phases of buildings were presented.  Phase I and II would be used by Mr. Loveless for his manufacturing, and Phase III and IV buildings would be rented out.  Landscaping, street lights, hydrants and street improvements will be addressed when Mr. Loveless returns to Commission for Preliminary and Final approval.  Alfred Richens moved to forward a favorable recommendation for this Conditional Use Permit Concept.  Penny Sampinos seconded and the motion carried.

 

XI.              CONDITIONAL USE PERMIT - LOT LINE ADJUSTMENT AND SINGLE LOT SUBDIVISION

600 SOUTH NICK LANE

MIKE LOVELESS, OWNER

 

Mr. Loveless has purchased the Cate Carbon property and wishes to split it into two parcels.  On the abutting property he would like to remove one property line and move the remaining line 30' to the East. This will leave 60' between buildings when all four phases are completed.  Larry Bruno moved to forward a favorable recommendation to Price City Council for this Lot Line Adjustment and Single Lot Subdivision.  Gary Lyon seconded and the motion carried.  

 

XII.            STAFF

 

Ms. McEvoy brought up the possibility of the Carbon County Ambulance garage being relocated to 100 North.  No one had any more information on this subject but it was stated they would have to conform to Price City=s Development Code if the move were to occur.

 

 

Gary Lyon made a motion to adjourn and the meeting adjourned at 6:47PM.
