I.                    PLEDGE OF ALLEGIANCE

 

The Pledge of Allegiance was led by Chairman, John B. Angotti.

 

 

II.                 ROLL CALL

 

The above members were in attendance and a quorum present.

 

 

III.               MINUTES OF JANUARY 26, 2004

 

There were no changes or corrections and Gary Lyon moved to approve the Minutes of January 26, 2004, as read.  Jeanne McEvoy seconded and the motion carried.

 

 

IV.              HOME OCCUPIED BUSINESS - 6 SIGNATURES

PAW SPA GROOMING

SAMANTHA BAILEY, OWNER

 

Ms. Bailey explained she will only be grooming two to three dogs per day as she only plans to do the business part time.  She has one bedroom that will have a utility sink plumbed in and that will be the room used solely for the grooming.  Her parents own the home and approve of the business and she has six signatures from neighbors, all favorable.  Larry Bruno moved to forward a favorable recommendation for this Home Occupied Business to Price City Council.  Penny Sampinos seconded and the motion carried.

V.                 TEMPORARY CONDITIONAL USE PERMIT - A FRAME SIGNS

RELAY FOR LIFE VARIETY SHOW

CASTLEVIEW HOSPITAL/AMERICAN CANCER SOCIETY

SHERRY KING, CASTLEVIEW HOSPITAL REPRESENTATIVE

 

Ms. King told the Commission there are three A-frame signs that would advertise for the American Cancer Society Variety Show fund raiser.  The locations will be as follows: one in front of Castleview Hospital, one in front of Bridge Realty and one in front of Olivetto=s Fine Gifts.  It was explained the sign in front of Olivetto=s would be in the public right of way and would have to be approved by Gary Sonntag.  Ms. King said she would call Mr. Sonntag.  Gary Lyon suggested using a more visible location for the third sign such as the North corner of Main Street and 100 East.  John Angotti offered to allow the sign to be placed in his field near WalMart. Ms. King said she would consider those options.  Gary Lyon moved to forward a favorable recommendation for this Temporary Use Permit contingent upon Gary Sonntag=s approval if the sign will placed in front of Olivetto=s.  Jeanne McEvoy seconded and the motion carried.

 

 

VI.              CONDITIONAL USE PERMIT - CONCEPT

MILLER=S FARM AND GARDEN SUPPLIES

404 SOUTH CARBON AVENUE

HANS MILLER, OWNER

 

Mr. Miller leases the lot on the southwest corner of 400 South and Carbon Avenue and plans to operate a farm and garden supply retail store out of the existing building.  He plans to put up chain link fence on the West side along 400 South up to the back of building and from the South front corner of the building to the South property line. He stated no equipment will be kept on the sidewalk and items would be kept at least 20' from the street and behind the chain link fence.  There is a gravel area on the lot and it was decided that area would be okay for parking equipment but not for public parking. He said there is currently a 60 X 20 area of hard surfaced ground on the North side of the building for parking.  Francis explained Mr. Miller will need to provide 12 parking spaces. There was a question concerning landscaping.  Mr. Miller said Suda Merriman is currently drawing a landscape plan for him.  When Mr. Miller returns for preliminary and final approval for this Conditional Use permit, he will need to provide to-scale plans of parking, landscaping, driveways, sidewalks, etc...  Larry Bruno moved to forward a favorable recommendation for this Conditional Use Permit Concept.  Penny Sampinos seconded and the motion carried.

VII.            STAFF

 

Francis presented an article from the Utah League of Cities and Towns concerning Conditional Uses.  This was for information only.

 

There was some further discussion concerning The Conditional Use Permit for Hans Miller.  Alfred Richens suggested having Gary Sonntag review Mr. Miller=s plans.  It was explained Mr. Miller plans to live in the home on the West end of where the proposed business will be.  He also plans to use a banner sign for the business but it was not mentioned in this application as it was Concept approval only.

 

Chairman Angotti voiced concern over a home on Carbon Avenue with the front yard packed full of toys and play equipment.  He asked if the owners could be approached about moving the items to the backyard.  Francis explained they do not have a backyard and currently the adjoining land owner is trying to buy the property and clean it up.

 

Gary Lyon requested copies of City Council Minutes be included in meeting packets.

 

 

 

Alfred Richens moved to adjourn.  The meeting ended at 6:32 PM.
