Meeting convened at 6:00 P.M.


I. MINUTES OF FEBRUARY 8, 1999

There were no additions or corrections and Gary Lyon made a motion to approve the minutes of February 8, 1999 as read. Larry Bruno seconded and the motion carried.


II. CONDITIONAL USE PERMIT - SIGN

CARBON CREDIT UNION
675 EAST 100 NORTH

Mike Milovich represented Carbon Credit Union and indicated that Young Electric Sign Company had presented all the information concerning the sign to Francis Duzenack. Everything fits within the Price City Land Use Management and Development Code. The sign will be located on the property in a planter area by the corner of the building and next to the parking lot. There were no concerns and Alfred Richens moved to forward a favorable recommendation to Price City Council for the Conditional Use Permit - Sign for Carbon Credit Union. Penny Sampinos seconded and the motion carried.


III. CONDITIONAL USE PERMIT

PHOENIX SURVEYS, INC. - 265 SOUTH HIGHWAY 55, #3
DAVID W. JULL, PRESIDENT

Mr. Jull told the Commission he was uncertain as to whether they would actually use a sign as they are aware of their clients and do not generally advertise. He also indicated the business truck has radio active materials, however, they are safely encased. They are also governed by the State and regular inspections are made. They are leasing a shop next door to Computalog, who has the same type of business. There were no concerns and Larry Bruno moved to forward a favorable recommendation to Price City Council for the Conditional Use Permit for Phoenix Surveys, Inc. Laurel Marinos seconded and the motion carried.


IV. CONDITIONAL USE PERMIT

CASTLE COUNTRY REGIONAL INFORMATION CENTER - 155 EAST MAIN
ALTERATIONS AND SIGNS AT CEU PREHISTORIC MUSEUM

Duane Taylor and Pam Miller of the CEU Prehistoric Museum appeared before the Commission to explain the alterations taking place at the Museum as well as requesting the signs. The free-standing sign will go along 100 North. The exact size of the sign is unknown at this time, but it is located in the S2 Sign Zone, which allows for a maximum of 100 square feet. Gary Lyon asked if the sign would create a visibility problem. Mr. Taylor indicated there would be no hazard. The sign on the Museum Building will be comprised of individual letters, dark in color to contrast with the brick, measuring approximately 12 inches in height and approximately 6 to 8 feet in width. Both signs meet the sign requirements. Mr. Duzenack also called attention to the building plans which will include minor alterations to the offices and gift shop as well as an addition of an Information Island in the foyer, opening up the area for better traffic flow and service.

There were no further questions and Gary Lyon moved to forward a favorable recommendation to Price City Council for the Conditional Use Permit for the CEU Prehistoric Museum, for alterations and signs. Penny Sampinos seconded and the motion carried.


V. CONDITIONAL USE PERMIT - CEDAR RIDGE SUBDIVISION

REQUEST BY WESTERN TREND HOMES TO DEVELOP
THIS SUBDIVISION IN TWO PHASES

Mr. Larry Hunsaker of Western Trend Homes told the Commission that he will be purchasing this property from Ellis Pierce. He would like to split the area into two parcels and develop one phase at a time. He will do all required improvements according to Price City specifications and develop the entire drainage system in the first phase. These will be single family dwellings and Mr. Hunsaker will be the builder. Francis Duzenack indicated there are no concerns as this subdivision was previously approved. Larry Bruno moved to forward a favorable recommendation to Price City Council for the Conditional Use Permit for the request of Western Trend Homes for development of Cedar Ridge Subdivision in two phases as per original plans. Laurel Marinos seconded and the motion carried.


VI. CONDITIONAL USE PERMIT - CONCEPT

EMERY TELEPHONE COMPANY - 300 EAST AND 100 NORTH
DAVE HARRISON, ARCHITECT

Dave Harrison, architect of Design West and Contractor Ken Stilson appeared before the Commission to explain the Emery Telephone Project. Mr. Harrison extensively reviewed the site and building plans and presented color renderings of the project. In addition, samples of the building materials were presented. Parking is adequate and will be kept to one area. Since 300 East Street is a State Highway, there is one exit going in and coming out on 100 North. There are plans for an 8' x 5' sign on the corner so it will be visible from any direction. Commission Members recommended Mr. Harrison check further with UDOT on the sign requirements. Landscaping surpasses what is required. A Soils Report is also needed. They would like to begin work as soon as possible and be into the building by June, 1999. There were no further questions or discussion and Alfred Richens moved to grant a Conditional Use Permit - Concept Only for Emery Telephone Company. Gary Lyon seconded and the motion carried.
