IRRIGATION SERVICES BIDS - Rejected
Gary Sonntag reviewed the bids received for irrigation
services. The committee appointed to
review the bids were able to determine that it would cost $64,260 per year to
contract services for Bid #1 (Samuel James Smith). Bid #2 (Jacob L. Smith), which was the father
of Bid #1, came to $45,900 per year and included both the father and son=s services. It was the committee=s recommendation that both bids be
rejected on the grounds that the total expenditure per year exceeded the City=s budget capacity. MOTION. Councilmember Tatton moved that the
recommendation of the committee be accepted.
Motion seconded by Councilmember Wheeler and carried.
Gary Sonntag presented a few ideas that was discussed by the
committee. One is to approach one of the temporaries that is
being laid off from the Streets Department to see if they would be willing to
work as a temporary Water Master.
Another idea is to approach the water users and inform them that water
would not be available at their convenience and that it be scheduled for a
certain time only. Another idea is to
reduce the irrigation week to 40 hours.
If this were the case and in order to cover the users in a one week
time, there would be so much water coming down the ditches, that we could run
out of water earlier in the season.
Another possibility would be to purchase the water shares from the
shareholders and allow them to use culinary water. Rates would need to be raised in order to
support the expense of culinary use. The
committee did not reach a decision on these ideas.
Since there are approximately 60 days left in the season,
Gary recommended that the current Water Master continue with this job function
and that it be evaluated during the winter.
The Council concurred with this recommendation.
2. ORDINANCE #2004-003 - Establishing A Tax
On The Gross Receipts Of Telecommunications Service Providers; Setting The Rate
For Such Tax; And Establishing The Effective Date Of The Tax
Mayor Piccolo presented Ordinance #2004-003, establishing a
tax on the gross receipts of telecommunications service providers, setting the
rate for such tax; and establishing the effective date of the tax. This is required by the State of Utah and must
be approved by the end of June. MOTION. Councilmember McEvoy moved that Ordinance
#2004-003 be approved, that the Mayor and City Recorder be authorized to sign
the ordinance and that it become effective July 1, 2004. Motion seconded by Councilmember Wheeler and
carried.

3. UTAH STATE TAX COMMISSION - Uniform
Interlocal Agreement To Authorize Collection Of A Municipal Telecommunications
License Tax
In conjunction with the above ordinance, Mayor Piccolo
presented a Uniform Interlocal Agreement with the Utah State Tax Commission
that ensures that the Municipal Telecommunications License Tax is appropriately
imposed and collected. MOTION. Councilmember Wheeler moved that the
agreement be approved and that the Mayor and City Recorder be authorized to
execute the documents. Motion seconded
by Councilmember Christman and carried.
