III            MINUTES OF JULY 10, 2006

A favorable motion to approve the minutes of July 10, 2006 as read was made by Commissioner Lyon. Commissioner Sampinos seconded the motion. Motion Carried.

 

IV            HOME OCCUPIED USE PERMIT-BUSINESS-FINAL

                810 N. 300 E. - PROTECK CARPET CLEANING, DAVID STOKES, OWNER

                David Stokes presented this request for an Office Use Only carpet cleaning business. The only storage at the home would be carpet shampoo and deodorizers. The Commission was concerned as to where and how Mr. Stokes would dump the discharge from his machines. Mr. Stokes assured the Commission that he will contact the proper authorities as to the disposal of the biodegradable discharge as soon as possible. Staff recommends this business with the understanding Mr. Stokes parks his carpet cleaning van in his own driveway and keeps it locked for safety precautions. A favorable recommendation for a Home Occupied Office Use Only Final was made by Commissioner Shook. Commissioner Richens seconded the motion. Motion carried.

 

V             HOME OCCUPIED USE PERMIT-BUSINESS-FINAL

                350 N. 200 E.-ONTARGET DEVELOPMENT CO., WILLIAM GIGLIOTTI, OWNER

                Bill Gigliotti presented this request for an Office Use Only motivational speaking business in his home. This business will have no impact or added traffic on the neighborhood and Mr. Gigliotti will not be selling or storing items in his home. Most of his business will be traveling out of state for seminars. Staff recommends approval. A favorable recommendation for a Home Occupied Office Use Only Final was made by Commissioner Richens. Commissioner Lyon seconded the motion. Motion carried.

 

VI            CONDITIONAL USE PERMIT-BUSINESS AND SIGN-FINAL

                8 E. MAIN-COUNTRY LIVING-RHONDA OLSON, OWNER  

Amber Baker presented this request for a craft store on Main Street. The items are ordered and then sold with some crafts being made at the store. There will not be any noise or developing of crafts using loud machines. No classes will be done. Staff recommends the business with the understanding; the owners use mid-block parking and leave Main Street parking for customers. The sign is just a copy change and meets city standards. A favorable recommendation for a Conditional Use Permit Business and Sign Final was made by Commissioner Lyon. Commissioner Nielson seconded the motion. Motion carried.

 

VII          CONDITIONAL USE PERMIT-CHILDREN’S PLAYGROUND-FINAL

1100 E. 700 N.-DINO-MINE ADVENTURE PARK-JEANNE MCEVOY-GEN.COORDINATOR

Jeanne and Grady McEvoy presented this request. Jeanne is the General Coordinator for the Dino-Mine Adventure Park that will be built in September. This park will be built and funded by the community, bringing everyone together to build something for our children. After the completed construction and inspection, the playground will be turned over to the City for maintenance and operation. The committee must raise $195,000 by August 15th, 2006 in order to receive $75,000 from the Special Service District. If the money is not raised by the August 15th date, the money will stay in the account until funds can be raised in the amount necessary and the playground will then be built in the spring or summer of next year. The project will take six days of construction with volunteers scheduled all week. Tools will be stored in an empty diesel truck until the playground is built. The playground will be made of structurally sound plastics and yellow pine wood so it will be safe for children without a lot of future maintenance. The playground will be ADA accessible and will have separate sections for toddlers and older children up to 12 years of age. The Committee is down to needing about $24,000 and hopes to raise the money through the community and not have to depend on a government entity for the remaining funds. Commissioner Richens was concerned with the cost of maintenance for the City once the playground is complete. The costs should not be more than an average city park would be for cleanup and everyday maintenance. Food and drink will not be allowed in the playground and there will be more garbage containers dispersed throughout the park. Because this is a community built playground, the committee hopes it will be respected and cared for by the community. The wood fiber flooring will be the most expensive part of the long term maintenance as it will need to be added to or replaced every 2 years, because it is rolled soft wood fiber. There will be less watering due to the amount of grass that will be removed to prepare for the park. Most of the material can be sanded if there is vandalism and will not have to be re-sealed. The extra money left over from the construction will stay in the fund just for maintenance when it is turned over the Price City. The snow that will accumulate on top of the wood fiber will melt into a drain system that will be built underneath so that the water and dirt won’t mix together and cause a mess. This park will bring in visitors from out of the area as well as becoming a magnet for young professional couples with children. The actual excavation will not be done until all of the money is raised. The County will do the excavating and the City will haul the material away. The only electrical will be the lighting for the skate park and surrounding BMX track. The playground will have battery operated misters that are operated by pushing a button. The City wants to put a permanent electrical panel by the basketball court for construction and for future events held there. The Dino-Mine Playground Committee would like the City Council to waive all fees related to building permits and Conditional Use Permit Fees. Jeanne commented how wonderful the project is going to be for the community and how great it was that the County Commissioners, Price City Mayor and City Council are all supporting this project. A favorable recommendation for a Conditional Use Permit Final was made by Commissioner Shook with the recommendation to the City Council to waive the Building Permit fees and Conditional Use Permit fee. Commissioner Lyon seconded the motion. Motion carried.

 

VIII         CONDITIONAL USE PERMIT-SIGN PERMIT-FINAL

                354 SO. HIGHWAY 55-ALLIED AWNING & SIGN (COMMUNITY MOTORS)

Nick Tatton presented this request for a copy change on the dealership signs at Community Motors. Staff has no concerns and recommends approval on all signs. A favorable recommendation for a Conditional Use Permit Sign Final was made by Commissioner Richens. Commissioner Sampinos seconded the motion. Motion carried.
