A favorable motion to
approve the minutes of August 21, 2006 as read was made by Commissioner
Richens. Commissioner Lyon seconded the motion. Motion Carried.
IV CONDITIONAL
USE PERMIT-NEW BUILDING-PRELIMINARY
A.J.’S
CUSTOM BODY AND
Alan Stout presented this request to add a new
building to his business property. He will continue to work in his old shop
while the new building is being built. When the building is complete, the old
building (Quonset type) will be demolished with the property becoming a new parking
lot. This new addition will provide the business growth with an upgrade to the
property. The new building will be set 25’ back behind the existing home. It
needs to go behind the existing power lines which will be set back from the main
road, approximately 100’. The old shop is 40 x 80 and
the new shop will be 70 x 125. Almost all of the old vehicles have been
removed. The existing impound yard will be moved back towards the cemetery with
a driveway along the side to the new shop. A sight obscuring fence will be used
for cars waiting to be repaired and old cars. The old building sets right next
to the property line. When it is taken down it will leave room for landscaping which
the Commission recommended to be 5% of the square footage of the property. The
original sign hanging on the building will be used and no others will be added.
Commissioners would like to give preliminary approval now until a completed set
of plans can be handed in for a final. A demo permit will be necessary when the
old building is taken down. A favorable
recommendation for a Conditional Use Permit Preliminary Only was made by
Commissioner Nielson. Commissioner Lyon seconded the motion. Motion carried.

CASTLE COUNTRY FENCING-DISCUSSION
Castle
Country Fencing is currently in violation of the Home Occupied Business Permit.
Under the City Attorney’s recommendation, the Planning and Zoning Commission
can forward their recommendations to the City Council. Castle Country Fencing
can be criminally cited and the Home Occupied Permit revoked. Due to the fact
that Mr. Manzanares has had many chances to comply with

were no further items on the agenda and Commissioner Shook moved to adjourn.
