 6. HOUSING AUTHORITY - Storage Maintenance Shed

 

See information identified as item ‘A’.


 7. COAL COUNTRY HOUSING - Olympic Housing Proposal

 

Linda Varner will discuss a proposal to place an Olympic House on property owned by Coal Country Housing and located at approximately 6th South and 4th East (outside City limits).


 8. BICYCLE PARK - Presentation By Users Committee

 

A meeting was recently held to discuss the Bicycle Park, where 47 people attended. That included bicycle users, advisors, parents and City staff and officials. A second meeting was held where the bicycle users met with a parent and advisor, in order to prepare a proposal to present to the City Council. This committee will be at the Council meeting to explain their ideas. See unattached proposal titled ‘BMX Freestyle Park’.


 9. SUN ADVOCATE - Ad For Business and Industry Review

 

We have been approached by the Sun Advocate to purchase an ad for their Business and Industry Review. The smalled ad is a 2 X 5 for $106.00.


10. 2001 FLEET INVENTORY - Presentation

 

Brian Allred recently completed a lengthy project collecting information and compiling a condensed inventory of the City’s vehicles and major equipment items. The Mayor and City Council have all received a copy of this inventory. Mr. Allred will provide an explanation and answer any questions. This is a giant step towards improving the City’s asset management.


11. OUTSIDE WATER USERS AGREEMENT - Steve Peters (The Plant

     Patch)

 

Steve Peters , 3810 North 1130 West, Helper, Utah, is planning to open a business called ‘The Plant Patch’ located at 2325 Carbonville Road. He needs a water connection from the City. The Meter Readers report that a ½ inch water connection is already in place. Mr. Peters would like the connection increased to a 3/4 size. This will require a connection fee of $25.00, a deposit of $30 and the fee ($700.00) to upgrade the ½ inch to a 3/4 inch.



12. OLYMPIC FLAGS - Matching Grant

 

The City is eligible for a matching grant to purchase Olympic flags. It is recommended that the City apply for this grant.


13. OLIVETO PARKING LOT - Gravel

 

It is recommended that the City place gravel on the Oliveto Parking Lot during the time that Main Street is under reconstruction.

  

14. HOME OCCUPIED BUSINESS - Quick Serve, 848 North Homestead

     Blvd., Brenda Quick-Owner

 

The Planning and Zoning Commission gave a favorable recommendation to Brenda Quick to operate a process serving business at her home located at 848 North Homestead.


15. CONDITIONAL USE PERMITS

 

The Planning and Zoning Commission gave a favorable recommendation to the following requests for Conditional Use Permits per the stated stipulations.

 

a. Pro Rehab Physical Therapy - 590 East 100 North, Suite

#1, Signs

b. Original Automotive - 175 South Carbon Avenue, Sign

c. Price Laundry - 441 East 100 North, Replacement of

Existing Sign In Public Right-of-Way - Stipulation (that

sign is placed inside property line)

d. Peczuh Printing - 301 East Main, Business Expansion

Stipulation (they will provide a sampling station)


17. TRAVEL REQUESTS

     a. Bob Bennett - ICBO Bonneville Chapter, Building Codes

Conference, October 2-5, Park City, Utah

See attached information identified as Item ‘B’.

 

b. Suda Merriman, Lyle Bauer - Statewide Conference On

Walking and Bicycling, September 27, 28, Sandy, Utah

This is a workshop to educate and promote opportunities to expand community services so that locals and visitors can walk and bike with ease, safety and comfort. The information gained from this event will complement the effort recently completed to develop master plans with pathways for walking and bicycling in the City.

   

18. Ordinance - Residential Rebates (Electrical Installation)

 

See attached ordinance identified as item ‘C’.


19. PRICE MAIN STREET RECONSTRUCTION - UDOT Agreement For

     Design and Construction Engineering

 

Attached (Item ‘D’) is a break down of the anticipated costs for engineering, right of way, construction, management and inspection on the Price Main Street reconstruction project.. The federal and local matching amounts are shown. It is recommended that this Agreement be approved.


20. PRICE MAIN STREET RECONSTRUCTION DESIGN - Sunrise

     Engineering - Partial Payment

 

Sunrise Engineering has submitted an invoice for work completed to date in the amount of $4,002.64. This will be paid by the UDOT. It is recommended that this partial payment be approved. Preliminary plans are being completed in preparation for a meeting with UDOT on September 24th for a Plan, Specification & Engineering (PS&E) review.


21. WATER TRANSMISSION LINE PROJECT - Hansen, Allen & Luce,

Inc. - Partial Payment

 

Hansen, Allen & Luce engineering has delivered an invoice in the amount of $68,974.10. It is recommended that this partial payment be approved. In the preparation of the preliminary plans, work has been done to meet with the Price River Water Improvement District to coordinate water connection locations, design details and securing easements. See attachment identified as Item ‘E’.


22. WATER TRANSMISSION PIPELINE REPLACEMENT - Policy On

Connections

 

With the pending installation of the water transmission line replacement, it is proposed that the pipeline be used solely as a transmission line. Individual service connections will not be allowed with the exception of existing connections that cannot be transferred to the existing 12 or 16 inch pipeline. During the design and construction of the new transmission pipeline, connections will be made with the Price River Water Improvement District. Beyond that, any municipality, governmental agency, individual, development, business or industry, requesting a connection will need to make application to the City. Said connections which will need to be at least 8 inches in diameter, hot-tapped to the transmission pipe, include a meter, valving, by-passes, pressure reducing control, back flow prevention and a vault to house the piping. A fee and maintenance agreement for these connections would need to be established. It is recommended that a culinary water transmission pipeline connection policy be approved as a Resolution.


23. CLASS ‘C’ ROAD IMPROVEMENTS (SLURRY SEAL) - Asphalt Guard,

Inc. - Partial Payment

 

Asphalt Guard has completed all of the required slurry seal #2 on City Streets. They have submitted an invoice in the amount of 86,361.99. It is recommended that this be approved. They will be returning with another crew to commence the crack sealing operation.



24. PARKING LOT (SLURRY SEAL) - Asphalt Guard, Inc. - Final

Payment

 

Asphalt Guard completed slurry seal #2 work on several parking lots and submitted invoices accordingly: Parks Department, Terrace Hills Park and Rose Park ($3,910.92);

City Hall & Community Center ($1,935.08); Price Cemetery ($5,179.20). It is recommended that these final payments be approved.



25. MUNICIPAL WASTEWATER PLANNING PROGRAM - State Department of

Environmental Quality

 

Price City has completed the self assessment report and reviewed the Municipal Wastewater Planning Program Report for 2000. The City will take the necessary steps to maintain effluent requirements contained in the UPDES Permit as applicable. Areas that the City needs to consider improving are: preparation of an emergency response plan and safety plan; acquisition of a self contained breathing apparatus; consider collecting more from the sewer billings. It is recommended that the Municipal Wastewater Planning Program be approved as a Resolution.


26. DESERT WAVE POOL SWIMMING FACILITY - Report

 

This last week the air inflation structure (bubble) was installed by City crews. Yeadon Company delivered and installed the new air inflation unit. The bubble was successfully inflated on Saturday. The Wave Pool re-opened on Monday night


27. SMUIN, RICH & MARSING - Audit Services

 

Smuin, Rich & Marsing have submitted their proposal to perform auditing services for the City. It is recommended that Mayor Colosimo sign the acceptance.


28. Nathan Norton, Kerie Odendahl - Reclassifications

 

The Human Resource Director is recommending that Nathan Norton and Kerie Odendahl be reclassified to Senior Lifeguards to replace Chris Barker and Gina Wood who are terminating. Interviews were held with several applicants.


30. UNFINISHED BUSINESS

 

f. Home Operated Businesses (Repair Shops) - Review - 7-01

 

The committee for home operated businesses met again and

recommended that the current Ordinance remain in effect.

 

           l. Wix Plaza - Extension of Parking Agreement - 8-01 

Robert Etzel will be at the meeting to address this

issue.



REDEVELOPMENT AGENCY


 2. PARKING LOTS (SLURRY SEAL) - Asphalt Guard, Inc. - Final

Payment


     Asphalt Guard finished slurry seal #2 work and submitted invoicing for the following

parking lots: Carbon Avenue, 100 South and 100 West ($6,756.46). It is recommended

that this final payment be approved.

 





Resolution #2001-17 - Municipal Wastewater Planning Program Resolution


Ordinance #2001-009 - Amending Section 13.20.055 of the Price Municipal Code establishing procedures and defining criteria for issuing rebates to developers for residential electrical services.


Ordinance #2001-010 - amending Section 13.12.050 of the Price Municipal Code establishing multiple family buildings containing four or more single family dwellings as commercial accounts for purposes of billing monthly service charges.
