1. MAYOR PROTEMPORE - Roy A. Nikas
MOTION. In the absence of Mayor Lou Colosimo, Councilmember
Bringhurst moved that Councilmember Roy A. Nikas be appointed Mayor Protempore. Motion
seconded by Councilmember Wheeler and carried.
2. PLANNING SESSION - Update
The Council reviewed the issues and projects discussed in the Planning
Session held on August 7, 1996. Vern Jones presented copies of the latest General Plan as
outlined in the Utah Code Book. As some of these issues and projects were not covered in
the General Plan, it was recommended that these be added.
The following were added/changed to the General Plan:
New Section #9 - Economic Development (include recreation).
Section #6 Land Use - add commercial, residential, industrial, and
industrial growth. It was recommended to define the areas that could be used for
industrial zones, and where development can and can not occur. It would be helpful to the
Planning and Zoning if the Council could give some guidance in the area of industrial
growth.
Section #7 Public Facilities and Recreation Potential - add recreational
potential such as trails, parkways, tourism.
Section #1 Specific Policies and Objectives - add Budget Process as Item #6 and Impact
Fees as Item #7 under Sub-section 1.7.
Section #1 Specific Policies and Objectives - add Sub-section 1.8 for
Municipal Management (personnel issues, human resources, policies and procedures,
compensation, morale, training and development.
Section #4 Annexation and Price City Boundaries - annexation is covered
under this item.
Subject #6 Land Use - add subdivisions and residential growth.
Sub-section #2.1 Planning and Zoning, and Subsection #2.3
Administration of Regulations - City and County Planning and Zoning Commissions are
covered under this item.
New Section #10 Public/Private Utilities with Sub-Sections.
10.1 Water
10.2 Electric
10.3 Sewer
10.4 Telecommunications
Sub-section #1.7 Municipal Finance - grants are covered under this
section.
Sub-section #2.4 Municipal Services - duplication of services
(City/County) is covered under this section.
Sub-section #1.7 Municipal Finance - Surplus equipment/property can be
added under this section.
Section #7 Public Facilities and Recreation Potential - add Central School
Building, ball fields and playground equipment.
The Council discussed a fleet pool and recommended that it be reviewed and
set up as a separate fund. Term limitations was also discussed. It was recommended that
the various City boards and commissions be reviewed to find out if they are controlled by
State Statute or the City.
It was recommended that after the above items are included in the General
Plan, that the Planning and Zoning Commission and department supervisors prioritize the 10
categories, and submit their list to the Council for final prioritization.
