Minutes of The Special Price City Council Meeting

    1. MAYOR PROTEMPORE - Joe L. Piccolo

    MOTION. Councilmember Tatton moved that in the absence of Mayor Colosimo, that Councilmember Joe L. Piccolo be appointed Mayor Protempore. Motion seconded by Councilmember Nikas and carried.

    2. LARGE DIAMETER PIPELINE PROJECT (WATER TRANSMISSION LINE) - Engineering Consultant Contract Awarded For Design, Funding, and Construction Engineering

    Gary Sonntag reported that some time ago, the City determined that it was necessary to replace the two old water transmission pipelines with a large diameter pipeline from the treatment plant to the City;s 10 million gallon water tank. A consulting engineering would prepare the funding applications, complete the design and perform the construction engineering. A request for qualifications was advertised and was due on October 16, 2000. Statements of Qualifications were received from four consulting engineering firms (Caldwell, Richards & Sorensen Engineering, Sunrise Engineering, JUB Engineering, and Hansen, Allen & Luce Engineering). A committee met on December 5, 2000, and spent four hours evaluating and scoring the firms on various items, such as how the project team was made up, the number of people involved, the time commitment, capability and ability to perform the work, understanding and approach to the project and any unique qualifications. The committee selected a short list, consisting of Sunrise Engineering and Hansen, Allen & Luce. Both firms scored 91 points out of a 100. These two firms made a presentation to and were interviewed by the committee on December 15th. On December 18th, , the committee met and discussed the presentations and interviews. An informal vote was taken which resulted in a split vote. The committee felt that both engineering firms were very good, well qualified and felt comfortable with either one. It was decided that the committee would meet with the Mayor and City Council to further discuss the qualifications of Sunrise Engineering and Hansen, Allen and Luce Engineering.

    Gary presented background information on both engineering firms, such as the city and state where they originated, the number of employees, the number of years in business, and the type of work they specialize in. He researched approximately 12 references on each of the firms. He read through all of the reference comments received. After evaluating and discussing the above information, it was the consensus of the Council and committee members to select and award the engineering services contract for this project to Hansen, Allen and Luce, subject to successful contract negotiations. MOTION. Councilmember Wheeler moved that staff be directed to prepare the necessary documents to award the contract for funding applications, design and construction engineering to Hansen, Allen and Luce. Motion seconded by Councilmember Nikas and carried.

    Gary explained that it was necessary to move along on this project as quickly as possible in order to present a funding application to the State Legislature for their upcoming session. Deadline for the application is the first week of January, 2001.
