1. BUSINESS LICENSE FEE SCHEDULE
Joanne Lessar presented the current business license fee schedule. Price
City has not increased their fees since 1979. The fee schedules for Carbon County and four
other Utah cities (2 in the south and 2 in the north) were reviewed. Carbon County's
current fee schedule was adopted by ordinance in December, 1981. Compared to other Utah
cities, Price City's fees are a lot less. It was felt that fees need to be increased to
generate more revenue to take care of the services the City is offering. It is evident we
are falling behind in what we are trying to do. We need to replace several vehicles and
still be able to continue with capital projects.
The Council reviewed each classification code, setting individual license
fees, and making them as equitable as possible. They reviewed the service needs of large
businesses as compared to smaller businesses, such as police and fire protection.
Businesses falling in the category of general merchandise, miscellaneous retail, retail
food, building material, hardware, apparel, and furniture businesses were categorized by
the number of square footage. A building from 0 to 4,000 square feet would be assessed
$100; 4,000 to 20,000 $200; 20,000 to 50,000 $300, and from 50,000 and up $400. In most
cases, the minimum license fee was set at $100. The Council discontinued the assessment
for the number of full time employees.
Councilmember Jensen moved that the business license fee schedule as
reviewed and set forth be approved, and that the requirement in the business code that all
fees levied by the City be due and payable on the first day of January be waived until
such time that the fee schedule is corrected and the billing statements ready for mailing.
Motion seconded by Councilmember Nikas and carried.
