MINUTES
OF JANUARY 24, 2000
There were no additions or corrections and Larry Bruno made
a motion to approve the minutes of January 24, 2000 as read. Gary Lyon seconded and the motion carried.

Mr. Mosher appeared before the Commission to explain the
nature of his business. Joe Piccolo
asked concerning deliveries to the home.
Mr. Mosher indicated he will be doing the work on site and any needed
materials will be purchased at the hardware store and used at the home. He has no plans for a sign and no immediate
plans for a contractor’s license. There
were no further questions or concerns and Joe Piccolo moved to forward a
favorable recommendation to Price City Council for the Home Occupied Business -
Office Use Only for Home Repairs Handyman Service. Penny Sampinos seconded and the motion carried.

Ms. Guymon explained the nature of her business to the
Commission. Joe Piccolo asked
concerning a couple of items on the application and all questions were answered
satisfactorily. There was no further
discussion and based on clarification
of the application, Larry Bruno moved to forward a favorable recommendation to
Price City Council for the Home Occupied Business - Office Use Only for B &
J Billing Service. Gary Lyon seconded
and the motion carried.

Due to the absence of Mr. Yorga, Gary Lyon made a motion to
table this item until such time as the applicant brings the matter to the
agenda. Alfred Richens seconded and the
motion carried.

Mr. Sanchez told the Commission that they are willing to
install a new factory built paint booth.
The regulations now require a metal paint booth that adequately deals
with the paint exhaust. They will also
have a body shop. Parking exists of 5
or 6 parking spaces dedicated to the building on the east side. There is not a set number of parking spaces
per business, but it is handled by Conditional Use Permit. Mr. Sanchez indicated they will work on only
two cars at a time as there is only two people doing the work. The parking lot is unpaved and the Code
requires paving of all parking lots.
The Commission can allow up to two years time for the completion of the
paving and have, in the past, allowed people to use the lot temporarily until
such time as the paving is done.
Chairman Angotti asked whether or not this would be an obligation of the
landlord. Mr. Duzenack indicated it was
the responsibility of the business, but it could be a joint effort with the
landlord. There will be a 4' x 8' sign
painted on the wall that meets code.
Concerning the Waste Water Survey,
Mr. Duzenack indicated he had spoken with Jeff Richens of PRWID. There is an existing older style grease trap
and as long as it is maintained and kept clean, he sees no problem. Because this business is connected to an
adjoining business and all drainage in the building is connected together,
there is no place to install a sampling manhole and no place for separate
drainage lines. He feels sampling
manholes would be a waste of time. Vern
Jones recommended the maintenance of the drain be a condition to the motion and
that scheduled inspections of the drain be made on an annual or semi-annual
basis by qualified water officials.
There were no other concerns and Gary Lyon moved to forward a favorable
recommendation to Price City Council for the Conditional Use Permit - Business
and Sign for Cesar ‘N’ Rudy’s Body Shop, contingent upon the paving of the
building parking lot within a two year period of time and maintenance of the
grease trap. Penny Sampinos seconded
and the motion carried.
6.
REQUEST TO REPLACE INFORMATION MARQUEE

Representatives of these agencies were unable to attend and
asked to be placed on the next meeting agenda.
Alfred Richens made a motion to table this item until the next
meeting. Joe Piccolo seconded and the
motion carried.

QUESTAR GAS
PRESENTATION OF INFORMATION ON A NEW
8" PIPELINE TO BE INSTALLED IN THE EXISTING
PIPELINE EASEMENT ACROSS THE NORTH END OF TOWN

Chairman Angotti referred to the attached memo regarding
this issue. Gary Lyon indicated the
Price City Engineer had some concerns regarding erosion and asked what would be
done about the problem. Mr. Cassidy
said that Questar is putting in a 8" feeder line in the existing
right-of-way. There hasn’t been much
erosion on the existing pipe line and it has been in place for forty
years. The soil just east of the Cave
Hollow Subdivision is barren and they have decided to bore, within their
right-of-way, straight through the hill and come out on the other side. This way there will not be any surface
disturbance at all, except the bore entrance and exit. They had planned to re-route, but homes are
being built there and property owners would not give them a new deviation of
the right-of-way. So the best
alternative was to bore through the hill and avoid
the
subdivision. This will make it easy
for the residents, contractors and Questar. The pipeline is buried on top and
they are crossing Price City Property in two places. They are requesting a new easement for the new pipeline as well
as a new easement for the existing
pipeline. Within the two areas that
cross Price City Property, the new line will be installed within the existing
right-of-way and be about 20' off of the 20" inch line and 20' from the
edge of the current right-of-way. They
have received permits from UDOT, Carbon County and the railroad and they plan
to begin work on February 14, 2000.
Alfred Richens asked if this gas was originating in Carbon County. Mr. Cassidy indicated that it is from both
Carbon and Emery Counties. It will be
served off the 8" line and the 20" line will be used for
transmission, giving Questar better quality control.
Mr. Cassidy told the Commission that if the 8" gas line
is not installed, the alternative would be to approach each resident and
business and re-orifice every natural gas appliance. This would include furnaces, water heaters, dryers and ranges and
would be very expensive. Sterling Construction, a professional pipeline
construction company will contract the job.
The Commission thanked Questar for coming before the Commission with
this information.
