Mr. & Mrs. Nowak presented this request. They would
like to combine their two parcels to create a larger lot then rearrange the
position of their home to fit the new lot. Staff recommends this lot line
adjustment as it meets all of the setbacks and will actually improve the lot. A favorable recommendation for a Conditional
Use Permit Lot Line Adjustment was made by Commissioner Shook. Commissioner
Lyon seconded the motion. Motion carried.

Todd Oldham presented this request. This business will be a retail store
selling musical instruments of all types. The building also has 4 or 5 rooms to
offer for individual music lesson space in the future. This business is an independent
name not a franchise. Staff recommends approval and will do building
inspections as necessary during remodeling. There are three signs on the
building, one on the North side to view from 1st north, one on the building

Poloni presented this request. Phase III has 3 lots to
build homes and 1 lot used for R.V./trailer parking. The road is 6” of gravel now and as each
phase is completed the road will be asphalted. The sewer and water are
completed for this phase. The road will be kept by the Association and not
dedicated to the City. The R.V./trailer parking in the corner section will
resolve storage problems for the Association.
The site has dedicated slots for each homeowner. The development began with
54 lots in the subdivision, there are only twenty lots
now which leaves plenty of R.V. parking for each homeowner. The irrigation
ditch on the south side is ready to be piped now and T.H. will begin the
process. A favorable recommendation for a Conditional Use Permit Preliminary
and Final for the Elkridge PUD Phase III was made by Commissioner Nielson.
Commissioner Lyon seconded the motion. Motion carried.

KROMPEL SUBDIVISION PHASE

Rick Krompel presented this request. Phase II has 11 lots. The
XI STAFF- REVIEW OF HOME OCCUPIED BUSINESS
CASTLE COUNTRY FENCING-STEVE MANZANARES
Steve Manzanares, owner of Castle
Country Fencing has taken his business beyond the Home Occupied Business
requirements and is in violation of his permit which is Office Use Only; due to
the inventory, equipment and vehicles stored on the property. Mr. Manzanares
has purchased property at First North on the West side of Krompel’s
Carwash for storage and a future building for his business but has not turned
in a CUP for the property at this time. Mr. Manzanares has been contacted
several times in relation to this problem and has not yet complied. Due to
neighborhood and police inquiries regarding the parking and inventory problem,
it has been brought before the Planning and Zoning Commission. Staff recommends
a letter to Mr. Manzanares with a 30 day time allowance for the removal of all
items that are not in compliance with a HOB. If Mr. Manzanares does not comply
with the requirements, the item will be passed to the City Council for the
possible revocation of Castle Country Fencing Conditional Use Permit and
possible citations. The letter should come from the Planning Commission
Chairman and be drawn up by tomorrow, March 21st. A Motion was made
by Commissioner Lyon to have a letter drafted with a deadline date of
Sexually Oriented Businesses-
