MINUTES OF MARCH 22, 2004

I.                    PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Chairman John B. Angotti

 

II.                 ROLL CALL

The above members were in attendance and a quorum present.

 

III.               MINUTES OF MARCH 8, 2004

There were no changes or corrections and Gary Lyon moved to approve the Minutes of March 8, 2004, as read.  Frankie Sacco seconded and the motion carried.

 

IV.              CONDITIONAL USE PERMIT - BUSINESS AND SIGN

OFF BROADWAY RESALE, 62 NORTH 100 WEST

LOIS HUGHES, OWNER

This business will be located where Allstate Insurance used to be and will be a retail clothing store.  They will use a temporary banner until they are able to do a copy change on the existing Allstate sign.  An inspection done by the Building Inspector found some electrical boxes that needed covering and the need for exit lighting.  Larry Bruno moved to forward a favorable recommendation to Price City Council for this business and sign contingent upon satisfactory completion of inspection by the Building Department.  Penny Sampinos seconded and the motion carried.

 

V.                 CONDITIONAL USE PERMIT - SIGN

SILVER STEAK HOUSE, 36 WEST MAIN

TONY SIAPERAS, OWNER

This sign will consist of 18" tall cut out letters pin mounted to the building.  It will be approximately 20' long.  Penny Sampinos moved to forward a favorable recommendation for this sign.  Gary Lyon seconded and the motion carried.

VI.              CONDITIONAL USE PERMIT - PRELIMINARY AND FINAL

NEW DENTAL OFFICE, 600 EAST 100 NORTH

DR. JAMES BAILEY, OWNER

This office will be located in the Medical Center at 600 East 100 North.  There was concern that the existing driveway will be too narrow to accommodate the added traffic from the dental office.  It was suggested the driveway be widened if the increased traffic becomes a problem.  Mr. Bailey stated the parking lot will be striped after completion of the building and he will return to Planning and Zoning when he decides on signage.  Larry Bruno moved to forward a favorable recommendation for the new dental office.  Penny Sampinos seconded and the motion carried.

 

VII.            CONDITIONAL USE PERMIT - CONCEPT

NEW AMBULANCE GARAGE, 151 NORTH 100 WEST   

MICHAEL MILOVICH, COUNTY COMMISSIONER

Mr. Milovich stated the current ambulance garage is in extreme disrepair.  Carbon County has purchased a parcel of land directly behind Gas N Go to build a new building approximately 100' X 70' to house 5 ambulances, the communication center, living quarters, and storage for medications.  He stated the County would like to install warning signs with flashing lights at the intersection of 100 North and 100 West so the ambulance crew can turn on the flashers as they exit the garage on a call. They plan to make the garage a pull through so the ambulance can come out on 100 West or 200 West.  It was stated the sirens wouldn=t be turned on until the ambulance reached 100 North.  There was some concern from residents of that neighborhood about the noise and about the 3 foot setback of the large building.  There was also question of what, if anything, will be done to 200 West.  Mr. Milovich stated Carbon County is willing to work with the neighborhood on the building design and will hold public opinion meetings before finalizing plans.  There was a question of whether the existing trees will be removed in order to build the building.  Mr. Milovich said he did non know at this time.  He said there will be some parking added to the North end of the lot and there is a possibility of a sound obstructing wall as well.  Gary Lyon moved to forward a favorable recommendation for this concept, new ambulance garage.  Jeanne McEvoy seconded and the motion carried. 

 

VIII.         CONDITIONAL USE PERMIT - LOT LINE ADJUSTMENT

240 NORTH CEDAR HILLS DRIVE

JAMES SHORTS

Mr. Shorts stated the existing property lines are not correct.  There is a 4-plex on the property and the current plats show the property line through the building.  The Lot Line Adjustments would correct the boundaries according to a recent land survey.

Gary Lyon moved to forward a favorable recommendation for the Conditional Use Permit.  Larry Bruno seconded and the motion carried.

 

IX.              STAFF

Francis informed the Commission that the Sonic Drive In is moving forward.  He also explained there will be a meeting with UDOT concerning preparation of a local transportation plan for Price City. 

Jeanne asked if there had been a decision made concerning moving the dates of the Commission meetings.  As of the last Council meeting, no decision had been made.  It was decided to keep with the original schedule until further notice. 

 

There was no further business and Gary Lyon moved to adjourn.
