1. MINUTES - March 24, 1999

MOTION. Boardmember Wheeler moved that the minutes of the March 24, 1999 meeting be approved as written. Motion seconded by Boardmember Piccolo and carried.

2. BID OPENING - Intersection Corner Replacement, 1999, No. 5C-99

The following bids were received for the Intersection Corner replacement for 1999.

MOTION. Boardmember Nikas moved that a committee comprised of himself, Boardmember Denison, Gary Sonntag, Pat Larsen, Vern Jones, and Harold Valdez, be appointed to review the bids and given the authorization to award the bid. Motion seconded by Boardmember Denison and carried.

3. DOWNTOWN PLANTERS AND GARBAGE CONTAINERS - Permission To Purchase

Vern Jones reported that funds are available to purchase planters and garbage containers for the downtown area. He and Gary Sonntag conducted a review and came up with a need for 19 planters and 19 garbage containers, which will cost approximately $22,000. MOTION. Boardmember Tatton moved that authorization be given to purchase 19 each of the above items not to exceed $22,000. Motion seconded by Boardmember Piccolo and carried.

4. LOW MODERATE INCOME HOUSING - Discussion

Vern Jones reported that the Redevelopment Agency could spend up to 25% of their total budget to purchase old abandoned houses within the agencies boundaries. The homes would be purchased based on their appraised value, demolished, and the lots offered for sale to construct low to moderate income homes. This would also take care of blight. Nick Sampinos agreed with the concept and stated that in order to be fair, the lots could be advertised for bids. A third party could become involved, such as an agent, in order to assure that prices wouldn't be inflated. The Board directed Vern to look into this concept.

MOTION. Boardmember Nikas moved that the meeting adjourn and that a meeting of the City Council convene. Motion seconded by Boardmember Tatton and carried.
