Minutes of The Special Price City Council Meeting

 1.                BUDGET WORKSHOP - FY2004/05

 

            The Council met to finalize the Budget for FY2004/05.  Pat Larsen stated that the budget is still out of balance by $74,000.  Department supervisors were able to reduce their departments another $185,000 out of the $200,000 needed.  Capital projects were reviewed as well as personnel.  Pat stated that at the last meeting, the Building Maintenance Department was going to be contracted out.  This department has been placed back in the budget.  Also included in the budget is a 1.5% cost of living increase.  Anniversary increases will be placed on hold for a year.  Gary Sonntag presented the following three options for consideration for the Building Maintenance Department..

 

(1)  Contract out all building maintenance and janitorial and retain two full time

      employees to handle special projects, such as mechanical and carpentry/

      concrete refinishing.

(2)  Retain the existing department as it is, with the exception of laying one

      employee off and transferring another one to the Parks Department

(3)  Reorganize the existing department, lay off a part time employee, move one

      full time employee to the Parks Dept., change the supervisory position to a

      lead man, and place the whole department under the Public Works Director.  Under

      this option, the Parks Department would be responsible to maintain City Hall grounds.

      The Facilities Specialist in Building Maintenance would be split between the swimming

      pool facility and the rest of the city buildings.

 

MOTION.  Councilmember Denison moved that option #3 be implemented.  Motion seconded by Councilmember Christman and carried.

 

MOTION.  Councilmember Denison moved that the Council Meeting adjourn and that a meeting of the Municipal Building Authority convene.  Motion seconded by Councilmember Christman and carried.

 2.        JOB DESCRIPTIONS APPROVED - Customer Service Director, Fire Marshall, Deputy Finance Director/Internal Auditor, City Engineer, Streets Supervisor, Cemetery Supervisor, Customer Service Representative, Librarian, Assistant Librarian, Child Adult Program Director

 

Pat Larsen presented the following job descriptions and their effective dates and changes.

 

Customer Service Director - Grade 21 (reclassification/promotion effective 7-1-04)

Fire Marshall - Grade 15 (new, effective January, 2006)

Deputy Finance Director/Internal Auditor - Grade 16 (reclassification/promotion effective 2005/06)

City Engineer - Grade 21 (reclassification/promotion effective 7-1-04)

Streets Supervisor - Grade 17 (reclassification, no salary change)

Cemetery Supervisor - Grade 16 (reclassification, no salary change)

Customer Service Representative - Grade 8 (reclassification, no salary change)

Librarian - Grade 16 (reclassification, no salary change)

Assistant Librarian - Grade 10 (reclassification, no salary change)

Child/Adult Program Directors - Grade 7 (reclassification, no salary change)

MOTION.  Councilmember Denison moved that the job descriptions be approved and that the positions of Customer Service Director and City Engineer be classified as Exempt positions.  Motion seconded by Councilmember Wheeler and carried.
