Minutes of The Special Price City Council Meeting

1. MAIN STREET PROJECT - Acceptance of Bid and Awarding of Contract

Gary Sonntag reported that the Utah Department of Transportation opened two bids on Tuesday, April 22, 1997, for the Main Street Renovation Project. One bid was from Flare Construction, Inc., Coalville, Utah, in the amount of $516,289.91. The other bid was from Nordic Industries, Inc., Marysville, California, in the amount of $699,215.00. The engineer's estimate was $496,215.00. UDOT has asked the City to review the bids, submit a written letter accepting the bids and then recommend that the contract be awarded.

Gary reported that he checked the references of Flare Construction, Inc., the low bidder, and found that they are an excellent contractor. MOTION. Councilmember Nikas moved that the bids be accepted and that Flare Construction, Inc., be awarded the contract for the Main Street Renovation Project. Motion seconded by Councilmember Denison and carried.

2. EXECUTIVE SESSION - Personnel Issue

MOTION. Councilmember Denison moved that an Executive Session be held for the purpose of discussing personnel issues. Motion seconded by Councilmember Bringhurst and carried.

Meeting adjourned at 5:20 p.m.

MOTION. Councilmember Denison moved that the Executive Session adjourn and that the Council Meeting reconvene. Motion seconded by Councilmember Bringhurst and carried.

Council Meeting reconvened at 6:55 p.m.

3. BENEFIT EXTENSION TO FORMER EMPLOYEES - Authorization To Prepare Resolution

The Council recommended the following benefits to those employees who retire from Price City.

Employees who terminate gainful employment with Price City, have accumulated at least 10 to 19 years of service, but less than 20, and whose reason for leaving city employment is for: retirement (normal retirement after age 62), or disability (which qualifies as state retirement system disability or federal social security disability) shall be allowed to continue to participate at full cost to the employee in all medical and dental insurance benefits as provided for in the current benefit policy in force and covering all existing city employees.

Employees who terminate gainful employment with Price City and who are under the age of 62, have accumulated at least 20 years or more of service, and whose reason for leaving city employment is for: retirement from Price City, or disability (which qualifies as state retirement system disability or federal social security disability) shall be allowed to continue to participate at full cost to the City in all medical and dental insurance benefits as provided for in the current benefit policy in force and covering all existing city employees, for a maximum period of five (5) years.

Employees who terminate gainful employment with Price City, have accumulated at least 20 years or more of service, and whose reason for leaving city employment is for: retirement (normal retirement after age 62), or disability (which qualifies as state retirement system disability or federal social security disability) shall be allowed to continue to participate at full cost to the City in all medical and dental insurance benefits as provided for in the current benefit policy in force and covering all existing city employees, at a two to one ratio. For example, an employee having 20 years of service shall be allowed to continue benefits for 1 year for every two years he/she has worked or a maximum period 10 years. An employee having 22 years of service will receive 11 years of benefits; an employee having 24 years of service will receive 12 years of benefits, etc.


Benefit extensions will only apply to former employees and their eligible dependents at the time of employment separation for reasons of retirement or disability.

After reaching their designated "cap", all former employees can purchase medical insurance through the City at full cost to the former employee.

This policy will not apply to employees hired after May 1, 1997.

MOTION. Councilmember Denison moved that the above recommendation be approved and that staff be directed to prepare a resolution to that effect. Motion seconded by Councilmember Bringhurst and carried.
