I           PLEDGE OF ALLEGIANCE

            The Pledge of Allegiance was led by Chairman John B. Angotti.

 

II         ROLL CALL

            The above members were in attendance and a quorum present.

 

III        MINUTES OF MAY 24, 2004

            Chairman Angotti pointed out that Larry Bruno was not listed as Chairman Pro-            Tem for the May 24, 2004 meeting.  Gary Lyon moved to approve the minutes or   May 24 as corrected.  Penny Sampinos seconded and the motion carried.

 

IV        HOME OCCUPIED BUSINESS – HAIR SALON

            584 NORTH WIDSOR ROAD - DELYNN CHILDS, OWNER

            Ms. Childs stated there is enough parking at the home to allow two vehicles in the          driveway and two on the street.  However, she would only have one client at a     time.  She had 19 neighborhood signatures in favor of the business.  There were       no concerns and Larry Bruno moved to forward a favorable recommendation to            Price City Council for this Home Occupied Business.  Jeannie McEvoy seconded and the motion carried. 

 

V         HOME OCCUPIED BUSINESS – OFFICE USE ONLY

            MRBACKYARD.COM – 574 NORTH COTTONWOOD ROAD

            BRIAN AND MYKEN HURST, OWNERS

            Mr. Hurst explained the merchandise will be drop shipped from the distributor so           no traffic will be generated around the home.  He stated they do not plan to            advertise or have a sign for the business.  Penny Sampinos moved to forward a         favorable recommendation for this Home Occupied internet Business.  Alfred    Richens seconded and the motion carried.

 

VI        HOME OCCUPIED BUSINESS – OFFICE USE ONLY

            PRICE CUTTERS TREE TRIMMING– 387 NORTH 700 EAST

            JASON VANOVER, OWNER

            Mr. Vanover stated he will have two employees but they will not park their        personal vehicles at his home.  There was a question concerning the equipment he        would be using.  Mr. Vanover explained he will be using a truck and utility trailer       but is not planning on getting a bucket truck or chipper as he would like to keep             the business on a smaller scale than commercial tree trimmers.

            He also explained he will purchase liability insurance before beginning the           business.  Gary Lyon    moved to forward a favorable recommendation for this     business.  Penny Sampinos seconded and the motion carried.

 

VII      CONDITIONAL USE PERMIT – UNCLE SAM’S TV

            375 SOUTH CARBON AVENUE #130

            SAM NEUMEIER, OWNER

            Mr. Neumeier stated he will be doing repairs on all types of electronics from the            BTAC Building.  He will not be using any toxic chemicals or otherwise harmful          materials.  Alfred Richens moved to forward a favorable recommendation to Price          City Council for this business.  Larry Bruno seconded and the motion carried.

 

VIII     CONDITIONAL USE PERMIT – SIGN

            FARM BUREAU INSURANCE – 475 EAST MAIN

            RICHARD AND JONI HACKWELL, OWNERS

            Mr. Hackwell told the Commission his plan to turn the existing monument sign    180° so it is perpendicular with Main Street.  The sign will be double sided and             lit.  Mr. Hackwell asked for clarification on the 40’ line of sight rule and other          questions.  He   stated if the sign falls within the 40’ line of sight, he will most      likely install a pole sign 10’ above the ground.  Gary Lyon forwarded a favorable    recommendation for this permit, contingent upon the sign being outside the legal            line of sight.  Frankie Sacco seconded and the motion carried.

 

IX        CONDITIONAL USE PERMIT – PRELIMINARY AND FINAL

            ADULT PROBATION AND PAROLE - 1365 SOUTH CARBON AVENUE

            Chairman Angotti asked what the opinion of the Price City staff was concerning             this project.  Francis stated the staff review was positive but before they could         begin the project, they need PRWID approval and the Engineering Department      needs to calculate storm water run off and the sleeve size for boring the sewer line          under the highway.  There was a question concerning the curb and gutter.  Mr.         Ludlow stated the curb, gutter and sidewalk were pre-existing and UDOT has             approved their driveway approach.  He also said they plan on having more than             the 5% minimum landscaping with a mix of Xeriscape and Greenscape.      

            Larry Bruno moved to forward a favorable recommendation for this Conditional            Use Permit, contingent upon receiving approval from PRWID and Price City’s          Engineering Department.  Alfred Richens seconded and the motion carried.

 

X         CONDITIONAL USE PERMIT – AUTO SHIELDS

            140 EAST 100 SOUTH – TERRY MARSHALL, OWNER

            Mr. Marshall explained he and his son will be doing auto repairs, restoration and            detailing.  No painting will be done on site and will be contracted out to local         paint and body shops.  As there will be some storage of used oil, anti-freeze, etc,             an inspection and approval from PRWID are needed.  A building inspection has            already been done.  Gary Lyon moved to forward a favorable recommendation for        this business contingent upon PRWID approval.  Larry Bruno seconded and the          motion carried.

XI        CONDITIONAL USE PERMIT – NEW BUILDING

            270 WEST 100 NORTH – MICHAEL MARX, OWNER

            As no one attended to represent this item, Alfred Richens made a motion to       table.  Gary Lyon seconded and the motion carried.

 

XII      STAFF

            Francis Duzenack explained the plans for the sign at the new Banasky building   and requested a tentative approval to be ratified at the next Commission meeting.    Mr. Banasky will remodel the existing sign pole, lowering it and adding a time      and temperature reader.  The Commission gave tentative approval for the sign. 

 

            Francis gave the Commission updates on the progress of the Banasky building, Sonic Drive In, Los Amigos and the completion of the parking lot at the old Rosie’s Deli building.

 

            Some of the Commission members voiced concern over the landscaping for the             parking lot across 100 South from Zions Bank.  Their plan originally stated they            would plant trees and bushes and they have landscaped using only rock/gravel.              Francis explained the have no water to the         property.

 

            There was also concern of “bottlenecking” of traffic on 100 North near the        Snowie shack. 

 

            There was no further business and Alfred Richens moved to adjourn.  The         meeting came to a close at 6:45 PM.
