A favorable motion to approve the minutes of August 7, 2006 as read was made by Commissioner Richens. Commissioner Shook seconded the motion. Motion Carried.
IV HOME OCCUPIED USE PERMIT-BUSINESS-FINAL
Delayna Barr presented this
request for a Hair Salon and a Preschool in her home. The Preschool will be
held in the basement of her home with 8 children attending at one time, twice a
week from 10 a.m. to 2 p.m. The hours will alleviate traffic in the area and
not cause congestion in the early morning traffic. The Hair Salon will be
upstairs. The basement has two large windows 2 ˝ feet off the ground for a fire
escape. The Commissioners would like the home inspected by the Fire Marshall
before Mrs. Barr opens her home to the public. A favorable recommendation for a Home Occupied Business Final was made by
Commissioner Shook contingent upon a fire inspection and the question of required
licensing for a preschool will be sent to the City Attorney for clarification. Commissioner
Sacco seconded the motion. Motion carried.

Bill Vandesluis presented the request
for an Office Use Only photography business at his home. The business will not
have a studio and all printing will be sent out of state for developing. There
will be no impact to the neighborhood as there will be no traffic or business sign,
just the occasional delivery from UPS. Staff recommends approval. A favorable recommendation for a Home
Occupied Business Final was made by Commissioner Richens. Commissioner Shook
seconded the motion. Motion carried.
VI CONDITIONAL
USE PERMIT-BUSINESS AND SIGN-FINAL

Noah Behunin presented this request for an insurance collision repair
shop in a CD zone. The work will be done as needed with no stockpiling of
vehicles. Mr. Behunin will have a paint booth which will be an oxygen (in and
out) filtering system with a hood and exhaust that leads out of the building. Pressurized
paint booths do not require certification. All chemicals and liquids will be dumped
in a recycle bin for a recycling company to collect the chemicals as necessary.
PRWID has been contacted for an Industrial Waste Survey. All cars will be
stored inside and not on the street or behind the building. The compressor
being used will have a contained room built around it in order to keep the
sound at a minimum. The Commissioners are requiring a fire inspection of the
building and the paint booth. There are 3-4 parking stalls out in front of the
building for customer parking. The owner will park on the side of the building
to keep front parking available to customers. The shop will be open during 8
a.m. to 5 p.m. The sign will be done according to city standards. A favorable
recommendation for a Conditional Use Permit Business and Sign Final contingent
upon a fire inspection was made by Commissioner Shook. Commissioner Richens
seconded the motion. Motion carried.

USE PERMIT-BUSINESS-FINAL
Julia Tatton presented this request for a dance studio in the building
owned by Jerry Carlson behind Smith’s. The studio will be located in the
clubhouse that currently has a wood floor,
VIII CONDITIONAL
USE PERMIT-AMENDMENT-FINAL
Fred Jones presented this request for an amendment to his Conditional Use
Permit for Auto Alley on
1. Cars to be sold need
to be parked on a hard surface.
2. The
property needs to be surveyed and adjoining property owners notified before a

displayed for sale at one time.

property must be cleaned up and maintained with no visible car parts or
non-working vehicles.

get the property cleaned was made by Commissioner Richens. Commissioner Sacco
seconded the motion. Motion carried.

There were no further items on the agenda and Commissioner Richens moved to adjourn. The meeting adjourned at 6:50 P.M.
