1.              MINUTES OF SEPTEMBER 25, 2000

 

There were no additions or corrections and Gary Lyon made a motion to approve the minutes of September 25, 2000 as read.  Laurel Marinos seconded and the motion carried.

Brennan Woodward appeared to represent this business.  He explained their  business is used to help diagnose sleep disorders.  The sleep studies are prescribed and done at the patient’s home.  Once completed, the results are compiled at the Woodward home and sent to the physician.  There were no concerns and Larry Bruno moved to forward a favorable recommendation to Price City Council for the Home Occupied Business - Office Use Only  - Rocky Mountain Sleep Diagnostics.  Penny Sampinos seconded and the motion carried.

Ms. DeBoer explained she would be doing sales of home decor, children’s toys and crafts through a home party plan.  There will be no inventory, employees or customers coming to or going from the home.  There were no concerns and Penny Sampinos moved to forward a favorable recommendation to Price City Council for the Home Occupied Business - Office Use Only for Alma Sue’s.  Gary Lyon seconded and the motion carried.

 

4.              HOME OCCUPIED BUSINESS

Ms. Liddiard told the Commission her business would be open 24 hours a day and she will care for up to eight children at a time.  A neighborhood survey was completed with a total of 12 approvals.  She has no plans for a sign at this time and will not use any part of the basement for her business.  The Price City Fire Chief has completed his inspection of the home and found it satisfactory.  There were no further concerns and Larry Bruno moved to forward a favorable recommendation to Price City Council for the Home Occupied Business - Short - N - Sweet.  Laurel Marinos seconded and the motion carried.

 

5.              CONDITIONAL USE PERMIT - A FRAME SIGNS

BULL BLAST 2000 - OCTOBER 13 & 14

WESTERN HERITAGE OUTLOOK ASSOCIATION

The event will be held at the Carbon County Fairgrounds Indoor Arena.  They would like permission to use the reinforced A-frame signs throughout the City for advertisement and have indicated the locations on the application.  There were no concerns and Joe Piccolo moved to forward a favorable recommendation to Price City Council for the Conditional Use Permit for the use of A-Frame Signs for the Bull Blast Event at locations as indicated.  Penny Sampinos seconded and the motion carried.

 

6.              CONDITIONAL USE PERMIT - SIGNS

PRICE TRADING COMPANY/PARTS PLUS

Mr. Johnson appeared before the Commission for approval of the signs for the Parts Plus Store.  Francis Duzenack indicated all signs meet the code requirements and he has no concerns.  Joe Piccolo moved to forward a favorable recommendation to Price City Council for the Conditional Use Permit - Signs for Parts Plus.  Gary Lyon seconded and the motion carried.

 

Mr. Piccolo asked Mr. Johnson if he had any questions concerning the pre-treatment requirements recommended by PRWID in their recent letter.  Mr. Johnson said he would take that under consideration after all the entities involved had met to confer on the requested regulations and possible new guidelines.

 

7.              DISCUSSION - LYNDA VARNER

 

Linda Varner approached the Commission concerning the possible zoning changes due to relocation of Wal-Mart to a site in east Price.  She was accompanied by other area residents and they came to talk to the Commission concerning the core drilling and soil testing being done in their neighborhood by Penacor.  Although they have not heard officially that Wal-Mart is requesting this work, they would like to express their concerns and like to ensure a good flow of information between themselves, as the residents and the Price City Planning and Zoning Commission.  Ms. Varner passed out information listing all residents, their addresses and phone numbers that would be directly affected by the relocation of Wal-Mart.  She indicated they would like to be involved in any discussion concerning this issue and have their thoughts and input considered.   A walking tour of the area has been planned for Monday, October 16 at 1:00 P.M. for the Planning and Zoning Commission and Price City Council Members.  If this time is not convenient, you may contact Cathy Barney at 637-1812 to schedule another more convenient time. 

 

Commission Members welcomed and encouraged their involvement, however, Mr. Piccolo indicated no formal proposal has yet been made by WalMart or their representative and until such time, nothing can be done regarding this issue.  Chairman Angotti thanked them for their attendance.

 

8.              STAFF

 

PRWID will hold an informational meeting explaining the uses and need of pre-treatment facilities.  It will be held in the Council Chambers at 5:00 P.M. and all Price City Planning and Zoning Commission Members and Council Members are encouraged to attend.

 

 

There was no further business and Joe Piccolo made a motion to adjourn.  The meeting adjourned at 6:35 P.M.
