The Pledge of Allegiance was led by Chairman John B. Angotti.

The above members were in attendance and a quorum present.
III MINUTES OF NOVEMBER 8, 2004
Penny Sampinos pointed out that though she was present at the November 8 meeting, her name did not appear on the Roll Call list. There were no other corrections or changes and Gary Lyon moved to approve the as corrected. Penny Sampinos seconded and the motion carried.

Ms. Bowman explained that Reiki is a hands-on form of relaxation to reduce stress and promote well-being, by focusing the body's energies. She will be going to the homes of the clients or using the massage table at Scissor Talk but will not have clients coming to her home. There were no concerns and Larry Bruno moved to forward a favorable recommendation to Price City Council for this Home Occupied Business. Jeanne McEvoy seconded. Motion carried.

Ms. Alleman explained her photography will be digitalized so there will be no developing chemicals used in the processing. There were no other questions and Alfred richens moved to forward a favorable recommendation for Eclectic Photography. Gary Lyon seconded and the motion carried.
VI CONDITIONAL USE PERMIT - BUSINESS - MRS.
GUPPY'S FABRICS & CRAFTS

Ms. Guptill explained she will
be stocking fabrics and in the near future, adding craft supplies. There
will be no harmful materials or chemicals used at the business. She stated she plans to open between January and February of
2005. As she did not include a plan for
a sign with the application, she was
asked to return to the next Commission Meeting to present her signage. Gary Lyon
moved to forward a favorable recommendation for this business. Penny Sampinos seconded and the motion carried.

Kim Martino represented this
item stating their intention to upgrade the billboard located on 100 North beside A-1 Pawn. She said they plan to replace the front with
lightweight aluminum, add lighting
and make it double sided. Francis
Duzenack explained the sign could not be double sided because the billboard is grandfathered under the
older City Codes. At the time it was grandfathered, it was one-sided and to
make it double sided now would be considered a new off premise sign which is not allowed by the current Code. Larry Bruno moved to forward a favorable recommendation for this
sign upgrade excluding the plan to make it double sided. Alfred
Richens seconded and the motion carried.
IX CONDITIONAL USE PERMIT - SIGN UPGRADE -

CJ'S DO IT CENTER - RICK KROMPEL,

Mr. Krompel explained his plan to replace the existing CJ's sign with a lighted reader board. The new sign will be 9' X 11' which is smaller than the existing sign and within Code limitations. There was a concern about the brightness of the lighting being too distracting at night. Mr. Krompel explained the sign can be programmed for as light or dark as is needed. He plans to program it to 80% during the day to 40% at night. He said if there are any complaints he can change the settings. Penny Sampinos moved to forward a favorable recommendation for this sign. Gary Lyon seconded and the motion carried.
X CONDITIONAL USE PERMIT - CONCEPT -
SUTHERLAND'S LUMBER
OLD WAL MART BUILDING - WAYNE
CLAUSING, MANAGER
Mr. Clausing said the plan is to do a copy change of the existing pole sign and will be replacing the lettering on the front of the building with their own lighted lettering. He explained the South end of the lot will be the lumber yard and a driveway will be added for emergency vehicle access. Francis Duzenack stated that two street lights will need to be installed along the frontage of the property and they will need to confer with Utah Power to assure they have the correct lights. Parking was addressed and it was stated the parking plan is adequate. Mr. Clausing stated they wish to have the store open by March 15, 2005 and a revised plan including the street lighting will be submitted for Final approval at the December 13 meeting. Gary Lyon moved to forward a favorable recommendation for this Concept with the addition of the two street lights. Alfred Richens seconded. Motion carried.
XI STAFF
Francis informed the Commission of the paving done at the Car Care Center on 100 N 900 E. The paving project is now complete and the Temporary Use Permit owner is in compliance.
There was no further business and Gary Lyon moved to adjourn. The Meeting was adjourned at 6:47 PM.
